Richard_DaleRichard Dale
Director, Regulatory Affairs


Richard Dale joined DICO in 1996 and took on increasing responsibilities as Manager, Policy and Research, Manager, Risk Assessment, and most recently as a Regional Manager. He manages the Policy and Research Department and all aspects of DICO's responsibilities as a prudential regulator including regulatory orders, variations, applications, decisions and appeals, administrative penalties, and interpretations of the Act and regulations. Richard is the Corporation's Chief Risk Officer and reports directly to the Risk Management Committee of the Board on certain matters.

Prior to joining DICO, he spent many years in the financial services industry at both major banks and in the credit union system.

He holds both a Bachelor of Arts and a Masters in Business Administration from the University of Toronto.


C._William_D._(Bill)_FosterC. William D. (Bill) Foster
Vice-President, Asset Management and Recoveries


Bill Foster has been with DICO since 1987 following over fifteen years experience with various forms of mid market lending and special credits at CIBC, RBC, Canadian Commercial Bank and Security Pacific Bank. He began his career at DICO as Vice President, Depositor Protection Services, with responsibility for implementing the province’s “Program for Change” to resolve what was then a growing number of failed and failing member institutions. Bill’s current mandate includes responsibility for Deposit Insurance Payments, Liquidations, Litigation and DICO’s Corporate Information Technology.

Bill holds a Bachelor of Business Administration degree from Bishop’s University and is a Captain, (retired) in the Canadian Armed Forces, (militia).


Guy_HubertGuy Hubert
Director, Risk Management


In his capacity as Director, Risk Management, Guy Hubert maintains responsibility for managing DICO’s risk management programs for Ontario credit unions and caisses populaires. This includes examinations, relationship management and intervention programs such as Watchlist and Supervision.

Prior to joining the Corporation in 2010, Guy spent over 20 years in the Canadian banking industry, in the areas of cash management services, investment products sales, small business lending, special loans management, commercial lending and loan syndications.

Guy holds a BA from Concordia University (Montreal) and an MBA from Dalhousie University (Halifax).

Chief Administrative and Financial Officer


Jim Maxwell joined DICO in 1988 and took on increasing responsibilities leading to his appointment in 1997 as Chief Administrative and Financial Officer. He is responsible for accounting and finance, stakeholder communications, human resources, office services and strategic and business planning. He also acts as the Corporation’s privacy and safety officer.

Prior to joining DICO, he spent many years in the life insurance industry, in human resources, marketing and agency functions.

Jim served as a member of the Board of the Ontario Credit Union Charitable Foundation for seven years. He was also a long term member of the Toronto Board of Trade’s Compensation Surveys Committee.

He is a graduate of the University of Toronto (BA), a Certified Human Resource Professional (CHRP) and a Fellow of the Life Management Institute (FLMI).
