Senior Leadership Team

Richard Dale
Vice President, Corporate Affairs

As Vice President, Corporate Affairs, Mr.Dale is responsible for supporting the Board of Directors and President and CEO by leading development and maintenance of the Corporation's policy framework and provides operational support to the Governance and Human Resources Committee.

In addition he directs the provision of corporate support services, including development of business planning and comprehensive communications strategy, human resources, facilities management and compliance. As Chief Risk Officer, he ensures a robust enterprise risk management framework is in place and reports directly to the Risk Oversight Committee. He also acts as the Corporation’s privacy officer.

Karen Yule
Vice President, Finance and CFO

In her capacity as Vice President, Finance and Chief Financial Officer, Ms.Yule is responsible for financial management, accounting and budgeting, information technology and administration of failed credit unions. She also provides operational support to the Audit and Finance Committee.

Ms.Yule joined DICO’s senior leadership team in May 2016. She has over 25 years’ experience in the financial services industry gained through progressively senior positions with the Canadian financial services industry in various capacities.

She is a Chartered Professional Accountant, Chartered Accountant and received her Bachelor of Commerce degree from Queen’s University. Ms.Yule is also a member of the Institute of Corporate Directors.

Brian Mullan
Acting Director, Credit Union Regulation

As Acting Director, Credit Union Regulation, Mr.Mullan’s responsibilities include risk assessment, examinations, risk management, prudential regulatory matters, and policy and research.

After joining DICO in April 2011 as a Relationship Manager, he assumed responsibility for the Relationship Management group in 2014 and on May 2, 2016 was ultimately promoted to Acting Director, Credit Union Regulation. Mr.Mullan has over 10 years’ experience in the financial services industry gained through progressively senior positions in the Canadian banking industry.

Mr.Mullan graduated as an Electrical and Electronic Engineer from Queens University, Belfast, N. Ireland and after working for 10 years as a Professional Engineer in Canada and the US, completed his MBA at Ivey Business School.
